With reference to Mr., now Viscount,

Harcourt's Despatch No. 99 of the 9th. April, 1913, announcing the appointment of Mr. H. A. Taylor as Apothecary and Assist- -ant Analyst in Hongkong, I have the honour to enclose an extract from a Memorandum by Mr. R. 0. Hutchison, Superintend-

-ent of Imports and Exports.

Mr. Taylor who is at present on a scale

of 2360 to £420 with triennial increments of £30 renched his

maximum on 1st. February, 1914, and in view of the importance

of his work and the good service he is rendering I would recommend that he should be put on a scale of £420 to £540 with triennial increments of £50 as from the 1st. January,

1917.

As the Estimates are involved I should be

obliged if you would inform me of your decision by telegraph.
